ATVs (three-/four-wheelers) are off-road vehicles not designed for public-road use; under R.S. 32:299 they may travel only on public-road shoulders (not interstates) for farm activity within a 5-mile radius by a Class E license holder — otherwise off-road/private use. A UTV operated on a parish road or municipal street DESIGNATED for UTV use must be registered with OMV as an off-road vehicle and display an OMV-issued off-road decal (R.S. 32:299.3, legis.la.gov d=962467); operator must be 21+ with a valid license, and liability insurance is required. Titling documents are the same as basic OMV titling. UTVs used purely off-road/private land generally need no decal/registration.
