ATVs/UTVs are NOT titled and are NOT registered through ADOR for on-road use. Registration is VOLUNTARY (per Act 2017-395) through ALEA and is valid for 3 years, not annual. ADOR does not title ATVs/UTVs at all. Registers field reflects that there is no mandatory state registration; the ALEA program is optional. 'Public Use' = designated off-road public-use areas; 'Private Use' = private/agricultural use or exclusively on private property. ATV = 60 in. or less wide, dry weight 1,500 lb or less, 3+ non-highway tires; ROV = 80 in. or less wide, dry weight 2,500 lb or less, 4+ non-highway tires.
